What’s Included in the PCO Licence Application Starter Pack?

If you’ve ordered a PCO Application Pack, here’s what you’ll receive when it arrives:

  1. Envelope – To send your completed licence application to TfL for consideration.
  2. PHV/203 – The official PCO Licence application form.
  3. PHV/204 – The Medical Declaration form, which you complete and then have your GP stamp after your medical check.
  4. A breakdown of the latest fees for TfL to process and issue your PCO licence.
  5. Information on how to complete your Enhanced DBS check – All applicants must submit a fresh DBS check no more than 3 months old.

What Do I Need to Send Back?

Here’s what you need to include in the envelope you send back to TfL:

  • PCO Licence application form (PHV/203) with your DBS reference number.
  • Medical form (PHV/204) signed and stamped by your GP. (Unless you’re an HGV or PSV driver, in which case you don’t need another medical check.)
  • Application fee (£250).
  • A photocopy of your DVLA driving licence or EEA driving licence and GB counterpart.
  • A photocopy of your passport or proof of your right to live and work in the UK.
  • One passport-sized photograph.

How Long Does It Take to Get My PCO Licence?

The process can take several months. Be sure to complete all the forms accurately to avoid delays. Common hold-ups include waiting for your DBS check, which is required for all applicants (not just minicab drivers or chauffeurs). If you have any criminal convictions, they may need to be reviewed by higher management. Medical issues may also require further investigation by TfL. Additionally, the high volume of applications TfL processes can cause delays.

What Happens if My Application Is Refused?

If you meet all the PCO licence requirements and complete your application correctly, you should receive your PCO licence soon. If your application is refused, TfL will inform you in writing, providing:

  • Confirmation that your application has been refused.
  • The reason for the refusal.
  • Details on how to appeal the decision, including the process and deadlines.

Refusals may occur due to incorrect application details or issues with your DBS check. Carefully review the reason for refusal and make sure to appeal within the time limit if necessary. If you’re unsure about the reasons for refusal, feel free to contact us, and we’ll assist you.

Refund of Application Fees

If the refusal is upheld, you will only receive a refund for the ‘grant of licence’ portion of the fee (£100). The application fee, DBS fee, and medical check fee are non-refundable.
