PCO Licence: What is it?
The PCO license allows you to work as a Private Hire Driver in London. While it’s officially called a “Private Hire Drivers License,” it’s usually referred to as a “PCO License.”
With a PCO License, you’re legally able to transport passengers for payment. Without it, you won’t be able to work with minicab operators or other transport companies in London. It’s important to know that if you’re not licensed by TfL, it’s illegal to charge for passenger transport in London.
Ignoring the law could lead to your license being revoked, so it’s crucial to follow the rules. Private Hire and Hackney Carriage drivers have different rules: Private Hire journeys must be pre-booked, while Hackney Carriage drivers can pick up passengers anywhere. Remember, you can’t hail a Private Hire driver from the street—they must be booked in advance.

What Do You Need to Get Your PCO Licence?
If you’re ready to apply for your PCO licence, here’s what you’ll need to do:
- You must be over 21 years old.
- You will need to have held a full DVLA, Northern Ireland, or European Economic Area (EEA) driving licence for at least 3 years.
- You must meet the DVLA Group 2 medical standards, which are the same as those for drivers of large goods vehicles, buses, and coaches. This is a quick 30-minute medical with your NHS GP.
- You will need to complete a DBS (Criminal Record) check to confirm you are trustworthy and have a clean background.
- You must show proof of your Topographical Skills, which means being able to read maps and find routes. Don’t worry—we offer specific training to help you with this!
- You’ll need to provide an English Language Certificate (B1) to demonstrate you can speak, read, write, and understand English. There are some exceptions to this, so feel free to give us a call at 020 3780 1055 for more details.
PCO Licence Cost
The total cost for a PCO Licence is £561.50.

- DBS Check: £64.92 (admin fee: £25)
- Medical Check (only required if you are NOT an existing Bus or HGV Driver): £60-£160 (through your own GP)
- Application processing and grant fee to TfL: £310
- Administration charge for submitting your application to TfL: £60

SERU: Safety Equality & Regulatory Understanding
TfL has introduced a new requirement for all new and existing drivers to demonstrate an understanding of safety, equality, and regulatory matters.
It’s important for all TfL drivers to understand these safety and regulatory requirements to ensure public safety and improve customer service. The PHV Driver Handbook includes 10 sections that you must go through to pass your SERU test. We recommend reading the handbook thoroughly before your test.
